Louisiana Association for Academic Competition

Constitution and By-laws

Article I

Section 1. The name of this organization will be the Louisiana Association for Academic Competition referred to as the Association.

Section 2. The purpose of this Association is to organize and promote academic competition in Louisiana schools.

Article II

Section 1. Membership in this association will be Membership open to all Louisiana schools, school districts, and colleges and universities.

Section 2. Associate membership will be open to all individuals, corporations, or others. Associate membership does not entail voting privileges.

Section 3. Membership in good standing will be based on completion of an application, payment of dues, and compliance with rules and regulations as outlined in this document.

Article III

Section 1. The Association will be governed by a Board of Directors Board consisting of a President, Vice-President, Secretary, and Treasurer, and Directors appointed representatives. The Board will appoint members representing the various geographical regions. One of the appointed Officers members will represent the site of the state tournament. The duties of the Board of Directors include:

A. Proposing amendments to the Constitution and Bylaws.

B. Setting dates and locations of regional and state competitions.

C. Setting the rules and regulations for the regional and state competitions.

D. Approving the budget and overseeing the financial management of the Association.

E. Approving appointment of committees recommended by the President of the Association.

F. Appointing members of the Board of Directors.

G. Promoting academic competitions in Louisiana.

Section 2. The officers of the Association will comprise an Executive Committee to oversee the day-to-day operation of the Association and to make those decisions not expressly delegated to the Board or membership. Board members or officers may be removed from the Board or office through failure to remain a member of good standing of the Association or violation of the constitution and bylaws of the Association. An officer or Board member may be removed from office after an investigation by the full Board determines a violation has occurred and 2/3 of the Board votes for dismissal.

Section 3. It will be the responsibility of the President to call meetings of the Board of Directors, prepare an agenda for each meeting, and to preside at meetings of the Association.

Section 4. The Vice-President will assist the president and preside at meetings when the President is unable to attend. If the President resigns his/her post for any reason, the Vice-President will serve as president until a new President is appointed by the Board.

Section 5. The Secretary will record and circulate all minutes of meetings of the Association.

Section 6. The treasurer will receive and disburse all funds of the Association and will keep an accurate account of all receipts and disbursements.

Section 7. Board members must resign their positions upon leaving the state or leaving the employment of an education-related institution. The officers of the Board of Directors will name a replacement.

Section 8. An emergency meeting of the Board of Directors will be held at the written request of the majority of Board members. A petition from 25 or more members of the Association stating a specific reason for a Board meeting will be sufficient to direct the president to call said meeting.

Article IV

Section 1. The annual dues for each member of the Association will be set by the Board of Directors and will be payable by October First of each year.

Section 2. Upon receipt of annual dues, members will receive a handbook which consists of a directory of schools participating in the LAAC, rules of competition, addresses of question and equipment suppliers, and other useful information.

Article V

Section 1. The state of Louisiana has been divided into four geographical regions based on number of schools in reasonable traveling distance. Within each region, schools will be assigned a division based on enrollment. The divisions will be as follows:

*Division 1--1000 students and up

*Division 2--999 students to 500 students

*Division 3--499 students to 200 students

*Division 4--199 students to 0 students

Section 2. The individual schools and other institutions are encouraged to hold quiz bowl competitions using whatever rules and arrangements they would like to use. It is recommended, however, that schools use LAAC rules or a similar format to help prepare students for regional and state competitions.

Section 3. Regional tournaments will be held to determine which schools will be represented in the State Quiz Bowl Tournament. To qualify for the regional tournament, a school must be a member of the Association. Each of the four regions will hold a tournament for each of the four divisions (16 regional tournaments). The date for the regional competitions will be set by the Board of Directors and will be the same day for all the regions if possible. The format for the competition will be determined by the Board of Directors and will be the same as for the state championship.

Section 4. The top two teams from each regional competition will compete in the state championship. The date and location of this competition will be determined by the Board of Directors.

Section 5. The rules and regulations governing regional and state competition will be determined by the Board of Directors and reviewed on an annual basis.

Article VI

Section 1. The constitution of this Association Amendments may be amended by a majority vote of the Board of Directors.

Section 2. The members of the Association may address matters of concern directly to the Board or in writing to any Board member.
